Quebec sales tax calculator: GST and QST

Why 14.975% and not 15%

Until the end of 2012, the QST was 9.5% and was charged on a price that already included the GST, a tax on a tax. On January 1, 2013, Quebec took the GST out of the QST base and raised the rate to 9.975%, which was exactly the effective rate before. Each tax has been calculated on the price before tax ever since, which is why the total is 14.975% rather than a round number.

Each tax is rounded to the cent on its own. On a $100 invoice the GST is $5.00 and the QST is $9.975, rounded to $9.98. The total is $114.98, not $114.97 or $114.975.

Revenu Québec collects both taxes

This is what sets Quebec apart: for a business established in Quebec, Revenu Québec administers the GST/HST as well, not the Canada Revenue Agency. You register for both taxes in one place and file one return, the FPZ-500, which covers the GST and the QST. Since January 1, 2024, every registrant except charities has to file it electronically, through My Account for businesses or your financial institution's filing service.

The small supplier threshold is the same for both taxes: $30,000 of taxable supplies over four consecutive calendar quarters, or within a single quarter. Past it, registration is mandatory. Below it you can register voluntarily, which lets you recover the GST and QST you pay on purchases (ITCs and ITRs).

To remove the taxes, divide the total by 1.14975, then check that the price you get plus its rounded taxes adds back up to the total.

In QuickBooks Online

In QuickBooks Online, open All apps, then Sales Tax and Overview. Pick Quebec as the province, enter the start of the tax period and the filing frequency Revenu Québec assigned you, and the reporting method (usually accrual). QuickBooks then creates the agency and the most common Quebec tax codes.

At filing time QuickBooks prepares the return for the period. You submit it to Revenu Québec yourself, in My Account with clicSÉQUR, then close the period in QuickBooks and record the payment or refund.

How do I work out the price before tax in Quebec?

Divide the tax-included total by 1.14975. For $100 including tax: 100 ÷ 1.14975 = 86.975…, so $86.97 before tax, $4.35 of GST and $8.68 of QST, which adds back up to exactly $100.00. Because each tax is rounded to the cent, the division alone can be a cent off; the calculator checks that the three amounts rebuild the total.

Is the QST charged on the GST?

No, not since January 1, 2013. The 9.975% QST applies to the price before tax, as the GST does. An invoice that charges QST on the price plus GST overcharges the customer by about 0.5% of the price.

Do I need a QST number if I already have a GST number?

A business established in Quebec that goes past the $30,000 threshold must register for both, and it does so with Revenu Québec. Both numbers then go on its invoices.
