Rates in force
| Tax | Rate | Since | Collected by |
|---|---|---|---|
| GST (goods and services tax) | 5% | January 1, 2008 | Canada Revenue Agency |
| RST (retail sales tax) | 7% | July 1, 2019 | Manitoba Finance |
The rate
The RST went from 8% to 7% on July 1, 2019. It is calculated on the selling price, before GST is applied.
A $30,000 registration threshold
Since April 2024, a small business whose annual taxable sales stay under $30,000 does not have to register for or collect RST. It pays RST on all its taxable purchases instead, including goods it resells, and its invoices must say RST is included in the price without itemizing it. The exception does not cover businesses that buy from out-of-province suppliers who do not collect RST, or that sell tobacco or liquor.
Once past the threshold, a business has one month to register and start collecting. Filing frequency follows the average RST collectable per month: monthly at $5,000 or more, quarterly from $500 to $4,999, annual under $500. Monthly returns are due on the 20th of the next month and are filed online in TAXcess.
One example, both ways
| Amount before tax | $75.00 |
|---|---|
| GST (5%) | $3.75 |
| RST (7%) | $5.25 |
| Total | $84.00 |
| Amount before tax | $178.57 |
|---|---|
| GST (5%) | $8.93 |
| RST (7%) | $12.50 |
| Total | $200.00 |
To remove the taxes, divide the total by 1.12, then check that the price you get plus its rounded taxes adds back up to the total.
In QuickBooks Online
In QuickBooks Online, set up GST by picking Manitoba under Sales Tax, Overview. Add RST through Manage sales tax, Add tax, Start tracking in a new province: QuickBooks creates the provincial agency and asks for your RST number, a 7-digit number.
Quick answers
Is Manitoba RST the same as PST?
Same idea, different name: a 7% provincial tax separate from the GST, which Manitoba calls the retail sales tax.
How do I take GST and RST out of an amount?
Divide the total by 1.12. For $200 including tax: $178.57 before tax, $12.50 of RST and $8.93 of GST.
Before the return, in QuickBooks
This calculator settles one invoice at a time. If your books are in QuickBooks Online, Caribooks has an Autopilot loop, Sales tax check, that goes over last month before the return. It flags each sale or purchase with no tax code, with a code unusual for that customer or vendor, or with tax that does not match its code's rate, then totals the tax collected, paid and net for each tax agency. It only reads: nothing in your books changes.
